The presentation will cover the background and history of the Performance Outcomes System up to the development of the Performance Dashboard reports that are currently in publication. The presentation will be given from an applied, user’s perspective of the Performance Outcomes System in that it will focus on why the POS was created, the needs it seeks to fill, and the intended purposes of the data that are published and produced through the Performance Dashboards.

The majority of the presentation will focus on how to make sense of the data generally, will identify how to use these data for evaluating Mental Health Plan performance Statewide and at the local Mental Health Plan level, and will identify where to find other POS data that can inform gaps in knowledge regarding mental health consumer beliefs generally and their experiences with the mental health system.

About the presenter:
Dionne Maxwell, Ph.D., is a Research Program Specialist III who works in the Mental Health Management and Performance Outcomes Branch of the Mental Health Services Division at the Department of Health Care Services (DHCS). In her current position, she serves as the Project Lead for developing and implementing the Performance Outcomes System (POS) for DHCS. Dionne earned her Ph.D. in Social Psychology, at the University of Nevada, Reno (UNR). Prior to her arrival at DHCS, Dionne has conducted applied research in a variety of settings as well as teaching courses at the graduate and undergraduate levels. In her most recent position prior to coming to DHCS, Dionne worked at the California Department of Corrections and Rehabilitation producing research publications related to Recidivism, Realignment, and Juvenile Justice.
